中国自20世纪50年代就开始发展自己的汽车工业,直到2001年加入世界贸易组织时,仍然把汽车工业作为一个弱势产业加以保护。尽管是弱势产业,中国始终遵守承诺,按照加入WTO时的要求,对汽车产业实行对外开放。按照加入WTO时的有关规定,中国必须在2006年6月30日将进口汽车的关税税率降至最低的25%。2006年1月1日,中国降低了100多个税目的进口关税。其中,小轿车、小客车、越野车等整车的进口关税税率由原来的30%降至28%。2006年的7月1日,进口汽车的关税税率进一步从28%下降到25%。与此同时,中国汽车零配件的关税下降10%,零部件关税税率在2006年整体达到10%的水平。
Since the 1950s, China started to develop its own automobile industry. When it joined the World Trade Organization in 2001, it still protected the automobile industry as a disadvantaged industry. Despite being a vulnerable industry, China has always abided by its commitments and implemented the opening up of the automobile industry in accordance with the requirements of its accession to the WTO. According to the relevant provisions of the accession to the WTO, China must reduce the tariff rate of imported cars to a minimum of 25% by June 30, 2006. On January 1, 2006, China reduced its import tariffs on more than 100 tax items. Among them, cars, passenger cars, SUVs and other vehicle import tariffs from the original 30% to 28%. On July 1, 2006, the tariff rate on imported cars further dropped from 28% to 25%. At the same time, China’s auto parts tariffs dropped 10%, parts tariff rates in 2006 as a whole reached 10% level.
