土地开发和利用造成的土地生态安全问题已经作为一个危机我国民生的一个重大的社会问题,这是由于在现有的社会意识、法律制度框架内,对土地生态价值长期忽视的结果。本文在探讨土地经济价值和生态价值的平衡协调机理的基础上,对实现土地生态价值的机制路径进行了分析,并论述了在法律层面上土地生态价值的公法实现机制。 The issue of land ecological security caused by the exploitation and utilization of land has been regarded as a major social problem that threatens people’s livelihood in our country due to the long-term neglect of the ecological value of land within the framework of existing social awareness and legal system. On the basis of discussing the balance and coordination mechanism of land economic value and ecological value, this paper analyzes the mechanism path of realizing land ecological value and discusses the realization mechanism of public law of land ecological value on legal aspect.
