本文通过文献资料法、专家访谈法、数据分析法等方法从政策援疆、干部援疆、教师援疆、经济援疆、培训援疆五个方面分析教育援疆对新疆中小学教育教学受援成效。发现新疆中小学教育基础设施日臻完善,双语师资队伍水平明显提高,短期内取得了显著的成效。但是仍存在援疆渠道窄、教师培训力度不均等现象。因此,应做好教育援疆工作的顶层设计、加大对农牧区中小学的投资力度、实现横向财政支付的最大成效化、提升双语教师的综合素质、指导职业教育发展的结构调整等工作。
In this paper, through the methods of literature review, expert interviews and data analysis, this article analyzes the influence of education aid Xinjiang on primary and secondary education and teaching aids in Xinjiang from five aspects: policy aid Xinjiang, cadres aid Xinjiang, teachers aid Xinjiang, economic aid Xinjiang and training aid Xinjiang. Effective. Found that primary and secondary education in Xinjiang infrastructure is improving, the level of bilingual teachers significantly improved, achieved significant results in the short term. However, there are still narrow channels for aid to Xinjiang and uneven training of teachers. Therefore, we should make the top-level design of education aid Xinjiang, increase the investment in primary and middle schools in rural and pastoral areas, realize the maximum effectiveness of horizontal fiscal payment, improve the overall quality of bilingual teachers and guide the structural adjustment of the development of vocational education .
