在许多中小企业里,真正接触网的只是一些用计算机做设计的年轻人。而企业的领导人对触网采取可有可无的态度,始终没有真正的重视起来。大多数中小企业从事的是最传统的产业,许多人对网的认识少之又少,加之企业原有的管理机制、生产机制、销售渠道已运行了多年。而目企业上网资金投入大而收益却不是短期内就可得到的,在他们眼中无异于是一种网络烧钱的游戏。更不用说去如何搞清“究竟为什么要上网?”“上网到底要怎么赚钱?”这些问题了。所以企业决策者对网络经济的理解不深不全面甚至是一知半解不理解是中小企业上网的第一道阻拦墙。
