旧线改造的技术政策,由于受既有条件的限制,与新建铁路不完全一样,通过技改,既要达到扩大运能,以满足运输要求的目的,又要精打细算,充分利用既有设备,以节约国家投资。故针对旧线的特点,对有关技术政策,进行探讨和总结,以指导今后的工作是有益的。我们过去进行过勘测设计的京包、南北同蒲、太焦、石太、滨州等十余条线的技术改造,其中大部份是解放前修建的铁路,有的是解放初期修建的,有的是经过五十年代技改后又进行第二次技术改造。现将我们在进行旧线技改中有关技术政策的几个问题的体会,汇报如下。
