近二十年各工业部经济发展所形成的总的情况和全部经验,都说明了对部管理体制本身进行更加切实地分析的必要性。本文试图说明,各部工作中的重要困难是在科学技术革命条件下部门生产专业化客观发展和各个部门已经变化了的地位和作用同所形成的部的工业管理 The overall situation and all the experience gained in the economic development of various ministries in the past two decades have illustrated the necessity of a more effective analysis of the ministerial management system itself. This article tries to show that the important difficulty in the work of all ministries is the objective and professional development of departmental production under the conditions of scientific and technological revolution and the changed status and role of various departments as well as the industrial management of the ministries formed.
