I. Overview Since the 1980s, the management of preschool education in New Zealand has undergone tremendous changes. Since 1986, pre-school education has been managed by the education department and the social welfare department in the past respectively and transformed into a separate management by the education department. The 1988 government report also touched on some of the instructions for preschool education.
