党中央、国务院提出,用三到五年的时间,通过改革、改组、改造和加强管理,使大多数国有大中型亏损企业摆脱困境;通过鼓励兼并、规范破产、减员增效、下岗分流和实施再就业工程,力争到本世纪末使大多数国有骨干企业初步建立起现代化企业管理制度。要实现这个战略目标,从二十多年来国有企业改革的经验教训看,核心的问题也是一个日益突出的问题是,能不能妥善解决好人的问题。经济结构调整、企业减员增效,客观上要求通过建立完善的社会保障体系,把富余职工从企业中分流出去。从这个意义上讲,社会保障制度能否尽快建立,能否切实解决好职工基本生活和基本医疗问题,从而保障职工基本权益,关系到国有企业改革的成败。
