北京市人民政府令第251号《北京市地下文物保护管理办法》已经2013年9月24日市人民政府第19次常务会议审议通过,现予公布,自2014年3月1日起施行。市长王安顺2013年11月7日第一条为了加强地下文物的保护和管理,根据《中华人民共和国文物保护法》、《北京市实施<中华人民共和国文物保护法〉办法》等有关法律、法规,结合本市实际情况,制定本办法。第二条地下文物属于国家所有,任何单位和个人都有保护地下文物的义务。本市鼓励单位和个人参与地下文物保护工作。第三条市和区、县人民政府负责本行政区域内的地下文物保护工作。市和区、县人民政府文物行政管理部门对本行政区域内的地下文物保护实施监督管理。发展改革、规划、国土、建设、水务、交通、财政、公安等有关行政管理部门,应当在各自的职责范围内依法做好地下文物保护工作。第四条新闻、出版、广播、电视、网络等媒体应当进行地下文物保护宣传,营造

Article 2 Underground cultural relics belong to the state and all units and individuals have the obligation to protect underground cultural relics. The city encourages units and individuals to participate in underground cultural relics protection work. Article 3 The municipal, district and county people’s governments shall be responsible for the protection of underground cultural relics in their own administrative areas. The municipal, district and county people’s government administrative departments for cultural relics shall supervise and administer the protection of underground cultural relics within their respective administrative areas. Relevant administrative departments for the development, reform, planning, construction, construction, water affairs, transportation, finance and public security shall, according to law, carry out the protection of underground cultural relics according to law within their respective duties and responsibilities. Article 4 Press, publication, radio, television, internet and other media shall conduct propaganda on underground cultural relics and create
