在本世纪末基本解决我国农村贫困人口的温饱问题,是我们党对全国人民和国际社会的庄严承诺,是一项严肃的政治任务,也是贫困地区压倒一切的中心任务。要完成这项伟大而艰巨的任务,处在前沿的组织指挥者就是贫困地区的县级领导班子。因此,必须以邓小平理论为指导,认真贯彻执行党的干部政策,紧紧围绕经济建设和解决贫困人口温饱这个中心,扎实搞好贫困地区县级领导班子建设。贫困地区社会生产力水平低,历史欠帐多,干部面临的问题多,肩负的任务和责任重,对领导班子的要求就更高。但目前一些地方县级领导班子仍有不尽 To solve the problem of food and clothing for the poor in rural areas by the end of this century is our party’s solemn commitment to the people and the international community. It is a serious political task as well as an overriding central task in impoverished areas. To accomplish this great and arduous task, the leading organizational leaders are the county-level leadership in the impoverished areas. Therefore, under the guidance of Deng Xiaoping Theory, we must conscientiously implement the party’s cadre policy, closely center on economic construction and solving the poverty and poor population’s needs for adequate food and clothing, and do a good job of building the county-level leadership in needy areas. In poor areas, the level of social productive forces is low, there are many historical debts, cadres face more problems, more tasks and responsibilities, and higher demands on the leadership. However, there are still some county-level leadership in some places
