淮阴一号桥为90+64m独塔、扇形双索面斜拉梁,是国内首先将钢—混凝土结合梁应用于公路的桥梁。90m主孔为工字型16Mnq钢梁,梁顶浇注混凝土,以抗剪栓钉连接件相连接;64m边孔为预应力钢筋混凝土矩形设辅助墩的三跨连续梁;钢筋混凝土索塔;主、边跨梁构成复合型。该桥桥型布置和结构选型采用了一些新颖型式,施工采用了悬索吊装钢梁工艺,避免了用挂篮、架桥机重大施工荷载,使塔梁墩相对尺寸较小。主桥设计取得了较好的技术经济效果。
