1937年“八一三”抗日战争爆发,日本侵略者的铁骑踏入上海,中国守军奋起抗击,大批难民从上海四郊涌向市区的英法租界避难,也带来了不少难童和流浪儿。大量难童贫病交加,在死亡线上挣扎。儿科专家富文寿教授焦急万分。他一面自愿前往宋庆龄女士创办的国民伤兵医院服务,一面四处奔走,联系沪上各方人士,多方筹款,与途经上海拟赴美留学的苏祖斐医师等创办了上海难民儿童医院。医院建立后,富文寿任院长,苏祖斐医师留沪主持医务工作,经费由美国国际红十字会、上海国际红十字会、上海妇女团体等各慈善团体提供。
