助学金制度是指帮助家庭困难学生减轻负担,顺利完成学业的一项教育救济制度。助学金评定既是社会公平的内在要求,也是对学生进行公平、公正、诚信等德育教育的过程。但现行的评选和监管方式及操作上还存在一定缺陷,影响这项政策德育功能的发挥。在公平、公正方面颇有争议,需要通过对评选工作存在的问题进行研究分析,进一步完善优化和完善助学金制度,以实现这项政策德育功能最大化。
