According to the Science Policy Outlook magazine, a joint statement signed by the president of the European Science Foundation and the president of the European Academy of Sciences points out that the dramatic changes in the former Soviet Union have brought a series of negative effects on the scientific career. The joint statement cited some of these effects. For example, some special benefits originally enjoyed by Soviet scientists have been lifted. Research funding has drastically reduced and even the most prestigious research institutes have found it difficult to secure adequate funding and the science found in all CIS countries is at risk of being permanently weakened if the international scientific community does not provide timely assistance. The continued outflow of qualified scientific and technical personnel and personnel may cause irreparable damage to the education and scientific and technological standards of the Commonwealth of Independent States.
