电力设备采购在供电过程中占有重要地位,对于如何将全生命周期费用(Life Cycle Cost,LCC)管理应用于电力设备采购评标环节,目前缺乏系统的理论研究。本文首先基于LCC理念,分析了设备采集过程中的数据归集需求和指标集构成,接着考虑设备选型中的安全和效能指标,提出了基于主客观综合赋权的SEC综合最优评价决策方法,列出其方法流程,结合指标集建立了用于设备选型的决策模型并研究了评价方法。提出的模型和方法在国网冀北某市变电站设计的主变选型中进行了应用,从安全、效能和全寿命周期成本三类指标综合评价3家变压器厂商的产品,在此基础上分析确定出推荐的中标供应商为B公司。实例表明该方法具有较强的实用性。
Purchase of electrical equipment plays an important role in power supply. There is no systematic theoretical study on how to apply Life Cycle Cost (LCC) management in the bid evaluation of electrical equipment procurement. Based on the concept of LCC, this paper analyzes the data collection requirements and the set of indicators in the process of equipment acquisition, and then considers the safety and performance indicators in the equipment selection. Based on the subjective and objective comprehensive evaluation, this paper proposes a SEC comprehensive evaluation method , Listed its method flow, combined with the indicator set to establish a decision model for equipment selection and study the evaluation method. The proposed model and method are applied in the main transformer selection of transformer substation design in a city of Hebei Province. Based on the three kinds of indicators of safety, efficiency and life-cycle cost, the products of the three transformer manufacturers are comprehensively evaluated. Based on this, Determine the recommended successful supplier for the B company. The example shows that the method is more practical.
