随着传媒不良传播行为的滋长,已经对受众合法权益构成严重威胁,亟待建立一种长效机制保护受众权益不受侵犯,保证传媒产业健康发展。受众权益保护组织因其具有群众性、广泛性、便捷性等特点,构成维护传播秩序,保护受众合法权益的基础性要素,是实现社会监督的有效载体,而目前尚处于缺失状态。本文就受众权益保障组织建构的必要性、可行性、组织建构的基本框架及组织建立的现实意义展开了探讨,希望为受众权益保护组织付诸实践提供必要的理论支持和决策依据。
With the unfavorable media dissemination, the media has posed a serious threat to the legitimate rights and interests of the audience. There is an urgent need to establish a long-term mechanism to protect the rights and interests of the audience from infringement and ensure the sound development of the media industry. Due to its characteristics of mass, universality and convenience, the protection of the rights and interests of the public constitute the basic elements of maintaining the public order and protecting the legitimate rights and interests of the public. It is an effective carrier of social supervision and is still in a deficient state. This article explores the necessity and feasibility of establishing the rights protection organization, the basic framework of the organization construction and the practical significance of establishing the organization, hoping to provide the necessary theoretical support and decision-making basis for the practice of the protection of the rights and interests of the audience.
