改革开放以后,邓小平、叶剑英、陈云等人对中共中央交接班问题进行了大胆探索,推动了中央集体交接班机制的初步形成,使党中央交接班逐步走上了制度化、规范化、程序化的轨道:建立了中央集体领导体制和权力制衡机制:建立退休制、任期制,为中央领导集体的交班创造条件;建立有利于选拔培养年轻干部的制度,恢复中央书记处制度,为中央领导集体的接班创造条件;健全党内民主选举程序,为中央集体交接班提供科学的选人机制。
