水利工程建设管理单位在合同计量与支付过程中的投资管理,主要是对工程预付款、工程量计量、工程月进度付款、工程变更等工作实施的管理与控制。工程建设管理者应严格掌握工程预付款的支付依据和条件;必须依据工程量计量的方式、原则和方法进行计量,并充分了解工程计量对控制工程投资的重要性;严格按照工程月进度付款程序进行计价,并切实履行合同条款对付款时间的约定;严格控制工程变更,按照工程变更的原则实施变更。从而达到对工程投资的规范管理和有效控制。
