当前,青岛市一些村庄债务包袱沉重,已成为制约农村经济发展,影响农村社会稳定的严重问题。当前不少乡村干部,特别是一部分村干部“谈债色变”、“望债兴叹”,对化解不良债务认识不够,信心不足,办法不多,措施不力。为摸清村级债务的现状,探索化解村级不良债务的有效途径,最近,我们深入到青岛农村五市及部分乡镇、村庄进行了专题调研,提出了对策建议。 At present, the heavy debt burden of some villages in Qingdao has become a serious problem that restricts the development of rural economy and affects the stability of rural society. At present, many village cadres, especially some of the village cadres, have made a “debt discourse” and “they have noticed their disappointment at the debt.” They did not have enough understanding of resolving bad debts, lacked enough confidence, and they did not have many means and did not do enough. In order to find out the status quo of village-level debt and explore effective ways to resolve the bad debt at the village level, we conducted in-depth investigations and studies and put forward countermeasures and suggestions in depth in recent years in five villages in Qingdao and some towns and villages in Qingdao.
