通过4%投入目标的实现,只有明确各级各类教师队伍建设经费投入标准和经费需求,才能逐步建立健全稳定的教师队伍建设经费保障体系。基于2015年高中阶段教育发展目标,在4%投入目标实现背景下,对我国“十二五”期间高中阶段教师队伍建设公共经费需求的预测发现,2015年我国高中阶段专任教师人数将达到291万,用于教师队伍建设的公共投入为2468亿元。“十二五”期间,高中阶段教师队伍建设的公共教育支出将达到9634亿元,占公共教育总投入的8.4%。为了提高高中阶段教育质量,走教育内涵式发展道路,我国应加大高中阶段教师队伍建设的经费投入力度,提高教师的福利待遇,扩大教师的编制数量,重视普通高中教师培训和中职“双师型”教师培养。
