日本国铁于1984年2月决定废除全国的编组站。基本建设部为了充分利用大量的编组站遗址进行新城市建设,已确定从1985年开始贯彻特别城市基地整备事业的方针。关于国铁编组站遗址的利用,政府设想作为充分利用民间力量进行再开发的重点后备基地。基本建设部拟在编组站遗址建设商业、办公大楼、城市住宅、站前广场、公园等,并同国铁及有关自治团体进行协商确定,1985年的新开发地区有大宫、湊川(神户市)、姬路、下关等;尚须调查的地区有小樽筑港、青森、香椎(福冈市)等。
In February 1984, Japan’s National Rail decided to abolish the marshalling yard throughout the country. In order to make full use of a large number of marshalling yard ruins for the construction of new cities, the Ministry of Construction has determined that it will implement the policy of curbing the special urban areas from 1985 onwards. With regard to the utilization of the site of the Guotao Marshalling Station, the government envisions as a key backup base that makes full use of civilian forces for redevelopment. The Ministry of Infrastructure Construction intends to set up commercial buildings, office buildings, urban residences, station squares and parks in the site of the Marshalling Station, and in consultation with the State Railway and relevant autonomous communities, the newly developed areas in 1985 include Omiya and Minato River (Kobe City) , Himeji, Shimonoseki and others. In addition, there are Otaru Port, Aomori and Kashii (Fukuoka City) to be investigated.
