贵州省委常委、政法委书记、公安厅长姜延虎上任时曾做出这样的承诺:“甘为全省公安工作腾飞作基石!”一晃8年过去了,他所带领的省公安厅党委一班人一直念念不忘这一郑重承诺,并一步一步地为之努力实践。 贵州是一个经济欠发达的内陆省份。由于经济总量小,在某种程度上严重制约着全省公安工作的发展。1994年初,当组织决定调姜延虎任省公安厅厅长时,他就明确表示,要实现贵州公安工作的腾飞,单靠自己是不行的,要靠集体的智慧和力量。于是,“甘为腾飞作基石”就成了厅党委一班人共同奋斗的目标。
