当前,产品结构调整不力、高素质人才严重缺乏、企业消化增本减利因素的压力不强、所得税优惠政策取消等,严重制约着军队生产经营的发展。为使军队生产经营进行二次创业,需进一步更新观念,迅速从依靠优惠政策转到参与市场经济的竞争上来;坚持抓大放小原则,适当调整生产经营格局;加强人才培养,努力稳定生产经营队伍;向管理要效益、最大限度地消化增本减利因素。
