国际比较项目(Intrnational Comparison Programme,简称ICP)是联合国国际统计委员会于1968年组织执行的一项购买力平价方法为基础的国际性统计活动。其目的是为了寻求一条能够较准确地评价和比较各国国内生产总值(简称GDP)的规模和结构的途径。目前,联合国组织的该项目已进行到第六阶段,有80个国家和地区表示愿意参加这一阶段的比较。随着我国进一步改革开放,国际交往日趋频繁,国家之间综合国力的比较已成为国际统计的重要内容。联合国及世界银行等国际组织也一再邀请、敦促我国参加ICP项目。国务院对此项目非常重视,专门成立了项目领导小组,并决定第六阶段通过上海与日本比较,广东与香港比较这种局部比较的方式参与国际比较项目。为推动上海与日本比较工作的开展,本刊在介绍国际比较项目内容的同时,介绍日本开展该项工作的情况及比较结果对其的影响。
The Intrnational Comparison Program (ICP) is an international statistical activity based on a PPP methodology organized by the UN Statistical Commission in 1968. Its purpose is to find a way to more accurately evaluate and compare the size and structure of the gross domestic product (GDP) of various countries. At present, the United Nations organization has carried out this project to the sixth stage, and 80 countries and regions have indicated their willingness to participate in the comparison at this stage. With the further reform and opening up of our country, international exchanges have become more frequent and the comparison of the overall national strength among nations has become an important part of international statistics. International organizations such as the United Nations and the World Bank have also repeatedly invited and urged China to participate in the ICP project. The State Council attaches great importance to this project and set up a project leading group and decided to participate in the international comparison project through phase comparison of Shanghai and Japan in comparison with that of Guangdong and Hong Kong in the sixth phase. In order to promote the comparative work between Shanghai and Japan, the journal introduces the contents of the international comparative program and at the same time introduces the situation of Japan in carrying out the work and the impact it has on comparison.
