This article elaborates the status quo of non-staff personnel in public institutions from the perspective of human resources management, analyzes the main problems and their causes of non-staff employment in public institutions, and puts forward effective incentive suggestions aimed at finding a better incentive mechanism for non-staff personnel in public institutions.
