The staging criteria of the severity of hypertension, which have not been harmonized internationally, are mainly due to different purposes of use. Epidemiological investigations are different from those used for clinical observers and are used clinically for clinical practice and for Efficacy appraisers have different. The staging method recommended by the World Health Organization (WHO) in 1978 was based on the blood pressure level and the degree of organ disease. In 1983, the WHO / ISH (International Association of Hematology) proposed the definition and treatment of mild hypertension . To date, Japan has made extensive use of the 1967 Institute of Hypertension developed by the University of Tokyo. In 1984, Japan’s National Circulation System Center, in conjunction with several universities such as Osaka and Yokohama, revisited the new hypertensive disorder with reference to its experience in the use of standards, the recent progress in hypertension, and the international standards used in the past Degree staging method, the expectation can be used internationally, and can be used for epidemiological investigation, clinical diagnosis and treatment and efficacy evaluation.
