有两种性质非常不同的集权,对此必须分辨清楚。有些事情,诸如全国性法律的制定、本国和外国的关系问题,是与全国各地都有利害关系的。另一些事情,比如地方建设事业,则是国内的某一地区所特有的。我把第一类事情领导权集中于同一个地方或同一个人手中的做法称为政府集权,而把以同样方式集中第二类事情的领导权的做法叫做行政集权。我决不能设想一个国家没有强大的政府集权会生存下去,尤其是会繁荣富强。但我认为,行政集权只能使它治下的人民萎靡不振,因为它在不断消磨人民的公民精神。
There are two very different sets of centralization, which must be clearly understood. Some issues, such as the enactment of national laws and the relations between our own country and those of foreign countries, are of great interest to all parts of the country. Other things, such as local construction, are unique to one part of the country. The way I concentrate the leadership of the first category in the same place or in the same person is called centralization of government, and the practice of centralizing the leadership of the second category in the same way is called administrative centralization. I must never imagine that a country can survive without powerful government power, especially if it is prosperous. However, I think that administrative centralization can only make people under its rule languish because of its ongoing de-citizenry.
