应用技术成果是与科学理论成果、软科学研究成果并存的一类科技成果。在省以下,尤其是地县以下的基层单位,由于研究的对象、手段及研究者的技术素质等原因,大量的科技成果表现为应用技术成果。对应用技术成果的评价,如同对其他类型成果一样,也应当以考察其新颖性、先进性、实用性为主要内容。然而,由于应用技术成果的特定的研究目的,实用性就显得尤为重要。如何正确评价一个项目的实用性呢?笔者认为,首先必须弄清实用性的四个基本条件。 1.重演性。一项科技成果能否重演,能否再现,是衡量该项技术是符合客观规律还是偶然性结果的标志。一般地说,凡是成熟的科技成果都能重演;而不成熟的成果却无法重现。针对这种情况,因此,有关部门便对 Applied technological achievements are scientific and technological achievements that coexist with the achievements of scientific theory and soft science research.
