1. The scramble for talent as a long-term policy The global battle for talent has risen from business to state behavior. In order to compete for high-tech talent, the western developed countries have formulated and constantly improved relevant policies. In 2000, U.S. President Bill Clinton proposed a talent introduction plan to Congress and asked Congress to agree to increase the introduction of high-tech personnel within the next three years.
