从不足4平方公里的小岛,到规划面积380平方公里,最后扩展到1000多2000平方公里,唐山曹妃甸工业区不断膨胀的园区规模并没有带来预期的繁荣,四大产业战略的遥不可及和巨额债务的重压,让工业区坠入随时可能“一夜休克”的境地。事实上,像曹妃甸工业区大规划大建设、上项目建新城的城镇发展套路并不鲜见,填海造地、削山填沟式的造城运动仍在陆续上演,而当产业支撑乏力越来越成为突出问题时,必然陷入“有城无市”、“空城”、“鬼城”的伪城镇化困境。这种违反规律的“人为造城”与新型城镇化力倡的“为人造城”形成刺眼的反差。曹妃甸困境或许是一个缩影。其昭示在于,在逐步进入工业化中后期的中国,传统投资拉动的土地开发模式已经走到了尽头,而今天各地热衰的大规模的新区开发建设,亦存在走向“曹妃甸式败局”的可能。这个必须加以警惕。
