我国房地产业和外商投资开发经营房地产还处于起步阶段,目前存在的问题还比较多。应加强管理和引导,在国家切实垄断房地产交易的一级市场的同时,放开搞活房地产二、三级市场,以项目带开发,加强对预售商品房的管理,建立适应房地产市场运作的管理机制。还应充分认识土地资源的价值,科学制定基准地价和商品房基准价格,加强对交易行为的监管,加强对房地产人才的培养。
