今年八月下旬,六省区(西北五省及内蒙区)邮电史志工作座谈会在乌鲁木齐市召开。会议在交流经验的基础上,对编纂邮电志的有关问题,作了比较认真的研究,现仅就个人体会,重点记叙如下: 一、志书的篇目篇目是志书的设计蓝图,是收集资料的提纲,也是一部志书的刍形。制定一个分类科学、结构合理、纵横有序、体现特点的志书篇目,需要经过反复的实践研究过程。最初的篇目只是个收集资料的提纲,在此基础上,逐步融汇贯通,掌握规律,经过修改补充,形成第二个篇目,也就是试写篇目。在试写过程中,篇目还会有变动,最后定稿,这第三个篇目也就是志书的目录。我们编纂邮电志是为了“存史”、“资治”、“教化”,为两个文明建设服务。因此,必须以马列主义、毛泽东思想为指导,用新的观点、方法和材料来编纂有自己特色的、社会主义的邮电志,同时还要注意以下几点:一是处理好纵横关系。“纵”是指时间顺序,“横”是指事物的内在联系。在志书篇目中,纵是分期, In late August of this year, the symposium on the history of post and telecommunications in six provinces and autonomous regions (the five northwestern provinces and Inner Mongolia Region) was held in Urumqi.
