随着我国国民经济的持续高速发展和人民生活水平的不断提高,科学技术是第一生产力已成为社会发展不争的事实并为广大人民群众所接受。目前我国国民生产的增加值中直接由科技带动的比例已超过30％。科技活动规模的不断扩大和科技成果影响的更加深远,使科技评估和成果评审要求更具科学性和严密性,并要求公平、公正。
With the continuous and rapid development of China’s national economy and the continuous improvement of people’s living standards, science and technology are the primary productive forces that have become an indisputable fact of social development and accepted by the general public. At present, the proportion of the added value of China’s national production directly driven by science and technology has exceeded 30%. The ever-expanding scale of scientific and technological activities and the far-reaching impact of scientific and technological achievements have made science and technology assessment and evaluation of achievements more scientific and rigorous, and they require fairness and impartiality.
