国家、企业和个人在预期未来收益高的前提下形成对职业教育的需求;国家、企业、个人愿意投资于职业教育主要取决于供给意愿和供给能力。我国职业教育存在着较为严重的资源浪费问题,表现在配置结构、配置规模、职能及管理缺失等方面。对这些问题的解决要通过职业教育资源配置的市场化、职业教育投入的多元化、职业教育内容顺应产业结构调整方向以及清除职业教育在机制和制度层面的障碍等措施。“十二五”期间是职业教育实现跨越发展的良好时机。
Countries, enterprises and individuals form the demand for vocational education on the premise of high expected future returns. Countries, enterprises and individuals are willing to invest in vocational education depending on their willingness to supply and their ability to supply. There is a serious problem of waste of resources in vocational education in our country, which is reflected in the aspects of configuration structure, configuration scale, functions and management absent. The solution to these problems is through the marketization of resources allocation of vocational education, the diversification of investment in vocational education, the content of vocational education to adapt to the direction of industrial restructuring and the removal of vocational education at the institutional and institutional barriers to such measures. During the “Twelfth Five-Year Plan”, it is a good time for vocational education to achieve leapfrog development.
