保障性住房是实现中低收入群体“住有所居”的唯一途径,其有效推进有赖于公共住房政策的充分实施与完善。然而,当前的公共住房政策在具体实践中由于固有的缺陷与不足而遭遇瓶颈与低效。本文通过对国际上发达国家的住房公共政策进行比较,以期广州市在住房公共政策的实施中对其有所借鉴并进一步完善,从而实现广州市中低收入群体基本的居住权利。 Affordable housing is the only way to realize low- and middle-income groups “living in dwelling houses ”, and its effective promotion depends on the full implementation and improvement of public housing policies. However, the current public housing policies have encountered bottlenecks and inefficiencies in their own practice due to inherent shortcomings and deficiencies. This article compares the housing public policies of developed countries in the world with a view that Guangzhou city can learn from it and further improve it in the implementation of housing public policy so as to realize the basic living rights of low and middle income groups in Guangzhou.
