通过对煤矿特别重大瓦斯爆炸事故致因的分析,揭示了近年来大多数煤矿特别重大瓦斯爆炸事故并未发生在人人警惕的高瓦斯区域,而发生在正常生产条件下的低瓦斯“安全”区域的新特点,以及灾害应急救援的薄弱环节致灾的规律,论证了应急救援的重要性;基于权变理论对应急救援决策进行分析,提出及时了解、正确分析突发事件或原发性灾害的相关信息并及时应对,控制其致灾隐患是应急救援的关键;分析了以往对应急救援事后评价的片面之处,提出在界定救灾决策者的责任时,不仅要评价救灾决策实施效果,而且应根据在当时仅能掌握的部分灾情条件下,决策者是否选择相对较优的救灾方案的观点。
