国务院发展研究中心研究员李健近日为本刊撰文,分析WTO和GSP(普遍优惠制协议)对于世界贸易的影响。李健指出:真正对世界贸易增长具有直接巨大推动作用的是,普遍优惠制协议(GSP),即发达国家单方面给予发展中国家贸易优惠协议。GATT/WTO对国际贸易的促进作用十分有限,因为一个国家的世贸组织成员身份,对整个世贸组织的贸易政策影响微乎其微。这是美国加利福尼亚大学经济学家安德鲁.若斯最近提出的观点。
