变单一渠道安置为多渠道安置,变单一的全民制用工制度为多制式、合同制用工制度。其一,在安置渠道上打破退伍军人安置只局限于国有企业的单一模式,把方向扩展到三资企业、集体企业以及乡镇企业和私营企业,形成多层次多渠道的安置格局;其二,在退役士兵用工制度上,调整单一的全民制固定工政策,代之以多制式和合同制。多制式是指退役士兵凡分配到实行全民劳动合同制的单位应实行劳动合同制安置,对尚未实行劳动合同制单位的仍应实行固定工安置,将来随单位实行合同制后一并改制;合同制是指退役士兵到各种成份的经济实体就业,全部实行全员劳动合同用工制度。对安置到非全民所有制企业和实行合同制的退伍士兵
