在医院绩效管理中引入平衡计分卡,是公立医院新医改核心价值中“坚持公益性,调动积极性”主旨思想下医院内部精细化管理的需要。通过1年多的实践,我院建立了以平衡计分卡评估系统为基础的新型绩效方案,并于2014年正式应用于科室的绩效管理,且取得了比较满意的效果。但平衡计分卡的设计和实施是一个复杂的系统工程,需要因地制宜、稳步推进。
The introduction of Balanced Scorecard in the management of hospital performance is the need of the internal management of the hospital in the core values of the new medical reform in the public hospital under the theme of “upholding the commonweal and mobilizing enthusiasm.” After more than one year of practice, our hospital has established a new performance plan based on the Balanced Scorecard Evaluation System and was formally applied to the performance management of the department in 2014 with satisfactory results. However, the design and implementation of BSC is a complicated systematic project that needs to be steadily promoted in light of local conditions.
