目的了解马鞍山市、县(区)疾病预防控制中心人力资源现状,为今后制定科学的人力资源规划提供依据。方法通过《中国疾病预防控制基本信息系统》获取市、县(区)疾病预防控制中心的人员数、年龄、学历、职称、专业等数据,用Excel软件进行分析,并与2006年作比较。结果 2011年马鞍山市疾控机构人员共在岗290人,其中花山区人员减少幅度最大57%;服务人口比例1.31人/万人,高于全省平均水平(0.92人/万人),排名第三。全市在岗人员年龄集中在35~45岁之间。人员学历比重集中在大专,占36.21%;其次为本科学历,占29.31%;三区三县没有研究生。职称以初级占多数,为45.52%,其次为中级29.66%;专业构成偏重非预防医学专业50.34%,其中检验人员(15.17%)居多。结论政府要加大对公共卫生的投入,增加人员编制和经费保障;疾控机构应重视内部管理,完善用人机制。
Objective To understand the status quo of human resources in the Centers for Disease Control and Prevention in Ma’anshan City and counties (districts), and to provide the basis for making scientific human resources plans in the future. Methods The data of the number of people, age, educational level, professional title and specialty in CDC of cities and counties (districts) were obtained through “Basic Information System of Disease Control and Prevention in China”. The data were analyzed by Excel software and compared with 2006. Results In 2011, a total of 290 people were employed in the CDC in Ma On Shan. Among them, Huashan District saw a 57% decrease in the number of staff. The service population was 1.31 persons / million, higher than the provincial average (0.92 persons / 10,000 persons) . The city’s on-the-job staff age concentrated in 35 to 45 years old. The proportion of staff education is concentrated in college, accounting for 36.21%; followed by undergraduate education, accounting for 29.31%; three districts and three counties without a graduate student. The primary occupations are primary, accounting for 45.52%, followed by intermediate, accounting for 29.66%. The composition of the major occupies 50.34% of the non-preventive medicine, with the majority of inspectors (15.17%). Conclusion The government should increase its investment in public health and increase staffing and funding guarantee. CDCs should attach importance to internal management and improve the employment mechanism.
