公务员培训成本是行政成本的重要组成部分,也是每年社会关注的热点之一,其重视度日渐增加。本文从公务员培训成本产生的主题因素及组织行为因素入手,对造成成本高企的原因进行了初步的探讨,以控制公务员人力资源管理成本为目的,指出培训成本控制的原则和程序,适应现代行政管理和提升公务员人力资本的需要,提出了有效路径,实现以最低成本收获最大收益的最终目标。
The cost of civil service training is an important part of the administrative costs, but also one of the hot spots of social concern each year, increasing its attention. This article starts with the main factors of the civil servant training cost and the organizational behavior factors, and probes into the causes of the high cost. In order to control the civil servants’ human resource management cost, this paper points out the principles and procedures of the training cost control and adapts to the modern administration And the need to enhance the human capital of civil servants, put forward an effective path to achieve the ultimate goal of maximizing profits at the lowest cost.
