20世纪50年代初,德语地名汉字译写工作进入地名界翻译的视野。1956年,曾世英先生提出了“名从主人是翻译外国地名的最高原则,一般地名应按主人的称说和读音按统一的译音表译写,惯用已久的少数地名克按约定俗称的原则处理。”这条外国地名译写原则,从此成为中国地名译写界遵守的不变法则,促进了外国地名汉字译写的统一。在1960年出版的《外国地名手册》一书里面,出现了大量德语地名。同一年,德语的译音表草案出台,规定了地名汉字译写时必须使用
