冷战后,日本的战略重心发生了转移,自卫队特别是海上自卫队的作战对象从以前苏联为主要假想敌,转变为警惕中国、防范北朝鲜、监视俄罗斯,作战思想也改“专守防卫”为“海上歼敌”。在这样的大背景下,日本海上自卫队在继续执行传统防卫任务的前提下,正面临着越来越多全新的、国际性任务的挑战。为此,笔者特地翻译整理了美国学者詹姆斯·霍尔姆斯,日本学者吉原俊并发表于《比较战略》杂志2008年1月刊上的《日本的海上新战略》一文,希望以此探悉日本海军的未来走向。
After the Cold War, Japan’s strategic center of gravity has shifted.
