为构建一套以公益性为目的的二级综合性公立医院绩效评价指标体系,本研究参考国内外文献、平衡记分卡、绩效棱柱理论及咨询专家构建公益性二级综合性公立医院绩效评价指标体系框架,并结合德尔菲法和小组及个人访谈讨论等方式进行指标筛选,指标权重采用分层分析法。最终建立二级综合性公立医院绩效评价指标体系:包括4个一级指标医院自身公益性、医院医疗安全和技术质量、医院自身运营、医院自身发展情况和能力。10个二级指标如合理费用、疗效诊治质量、创新能力等,30个三级指标如支援农、边、镇、公共机构应急程度、药品及检验收入占总收入比例、患者护理及医师满意度等。研究所构建的绩效评价指标体系合理、结果可信、权重真实,能够衡量以公益性为目的的二级综合性公立医院整体绩效水平,帮助提升医院医疗技术水平。
In order to build a set of performance evaluation index system of public hospitals, this study refers to domestic and foreign literature, balanced scorecard, performance prism theory and consulting experts to construct the public welfare second-level comprehensive public hospital performance evaluation index System framework, combined with Delphi method and group and individual interviews and other means to carry out index screening, index weight using stratified analysis. Finally, establish a two-level comprehensive public hospital performance evaluation index system: including four primary indicators of the hospital’s own public welfare, hospital medical safety and technical quality, the hospital’s own operation, the hospital’s own development and ability. 10 secondary indicators such as reasonable costs, quality of diagnosis and treatment, innovation capacity, etc. 30 tertiary indicators such as emergency response to support from farmers, fringes, towns and public institutions, proportion of medicine and testing income to total income, patient care and physician satisfaction Wait. The performance evaluation index system constructed by the Institute is reasonable, with credible results and true weight. It can measure the overall performance level of the second-level comprehensive public hospitals for the purpose of public welfare, and help to improve the medical technology of the hospital.
