本文以新形势下转换军队农场经营机制为题,探讨和分析了军队农场建立新型经营机制的途径。根据军队新时期的任务和社会主义市场经济的要求,军队农场经营机制应建立以经济效益为中心,逐步完善和创立以动力机制为主体,以自主经营机制、利益分配机制、技术进步机制、发展机制、经营约束机制为内容的全方位农场经营机制新体系。要达到这一目标,应采取以下基本对策:一是加速主管部门转变职能,强化宏观调控能力;二是为优化资源配置,提高市场竞争能力,有条件的农场可外引内联,开展多层次、多形式的联合;三是加快内部改革,提高管理水平,促进高产优质高效农业的发展。
