实证研究了中国智力外流与技术创新的关系,研究发现:在短期内智力外流与中国技术创新之间是正向关系,并且智力外流通过人力资本激励、智力回流以及网络效应影响技术创新;而从长期看,随着智力外流规模的扩大其对技术创新的影响会逆转为反向关系。智力外流的影响效应还存在区域差异性,在东部地区和中部地区智力外流的短期效应是正的,长期效应是负的;而在西部地区不论是短期还是长期智力外流的扩大都不利于技术创新能力的提升。
