在危险源辨识的基础上,从控制事故的发生概率和后果的严重程度出发,建立了包含预防性措施、保护性措施和应急性措施的煤矿灾害风险管理的技术模型。根据福建煤电集团存在的主要安全问题,分别对瓦斯、水、火、粉尘、顶板5类危险源制订了预防性、保护性和应急性措施。选用Browser/Server框架开发了煤矿灾害风险管理软件,实现了危险源的动态信息管理、控制措施信息管理和应急预案管理等功能,并且在福建煤电集团有关矿井得到了应用。
Based on the identification of hazard sources, a technical model of coal mine disaster risk management including preventive measures, protective measures and emergency measures was established based on the control of the probability of accidents and the severity of consequences. According to the main safety problems existing in Fujian Coal and Electricity Group, preventive, protective and emergency measures have been formulated for five types of sources of gas, water, fire, dust and roof. The software of disaster risk management of coal mine was developed by using Browser / Server framework to realize the functions of dynamic information management, control measures information management and contingency plan management of dangerous sources, and it has been applied in the coal mines of Fujian Coal and Electricity Group.
