《统计法》第十一条规定:“国家制定统一的统计标准,以保障统计调查中使用的指标涵义、计算方法、分类目录、调查表式和统计编码等方面的标准化”。因此,统一规范各种统计标准,是整个统计工作中的一项重要的基础工作。这是统计科学性和统计工作集中统一管理的要求,也是统计资料准确性和统一性、可比性、连续性的可靠保证。我国幅员广大、管理层次多,情况又比较复杂,尤其要重视和坚持统一的统计标准,才能保证统计资料的准确性、科学性和客观性。否则,就难以取得具有使用价值的统计资料,还可能造成大量人力、物力、财力的浪费。一、概念及主要内容统计标准是由统计主管部门对统计工作所做的统一规定,以国家标准形式或部门标准形式发布。统
