无论是美国、英国、德国、日本等发达国家,或是俄罗斯、巴西等发展中国家,无不将法律作为其加强安全监管、促进质量发展、维护消费者权益的根本性手段。政府监管行为的依据、消费者保障的支撑手段都来自于法律的授权或规定,其不同之处主要在于立法技术上的差异以及政府介入程度的细微差别。以下介绍美国、欧盟、日本等国家和组织在质量立法领域的现状。
Whether developed countries such as the United States, Britain, Germany, Japan, or other developing countries such as Russia and Brazil, they all take law as a fundamental measure to strengthen safety supervision, promote quality development and safeguard the rights and interests of consumers. The basis of government regulation and the supporting means of consumer protection all come from the authorization or regulation of law. The differences mainly lie in the technical differences in legislation and the slight differences in government intervention. The following describes the United States, the European Union, Japan and other countries and organizations in the field of quality legislation status quo.
