食品安全全球化使国际社会多边治理共同应对食品安全问题成为必然。世界贸易组织、世界卫生组织、国际食品法典委员会等主要政府间国际组织以及一些非政府间国际组织均致力于食品安全多边治理,然而现有多边治理存在着治理目标失衡、治理的脆弱性、治理分散和无序等问题。因此有必要从国际组织自身的制度改革、加强主权国家的合作和参与以及重视市场力量和市民社会广泛参与等方面完善食品安全多边治理。中国的食品安全治理离不开多边合作,因此国际多边合作可以为我国提供一定的启示与借鉴:对内要构建政府、市场和社会力量等多主体合作、协同治理框架,对外要善用现有的国际组织,争取在多边合作中的主动权与话语权。
